There isn't much that can go wrong with a manual steering set up. Look for bent tie rods or steering shaft or it rubbing on something. Jack up the front end and see if it is still still.

If it is still stiff disconnect one sides tie rod end and then check it, if it is still stiff do it to the other side. It is just a process of elimination to find the problem

Hey Jim you are correct in what you are says, process of elimination. But a buddy went through the very same thing on a brute force a couple weeks ago and we found a broke outer cv joint but the strange thing is it made no noise while driving the bike and we could tell until we pulled the boot back to have a look inside.
